President Parsons of the International Paralympic Committee delivered a speech. He said that the venues and facilities of the Beijing winter Paralympic Games have unique ingenuity, strict and meticulous event guarantee, safe and efficient epidemic prevention and control, and the hospitality of the Chinese people have built a stage for athletes from different countries (regions) to fully display the charm of the Paralympic Games. China has made remarkable achievements in encouraging and mobilizing disabled people to participate in winter sports.

來自各行各業的代表，共同演繹了殘健共融的溫情時刻。8名旗手手持國際殘奧委會會旗入場。他們是：中國女子輪椅籃球國家隊教練陳琦、盲人門球國際級裁判郝國華、殘奧會羽毛球金牌獲得者劉禹彤、殘奧會投擲項目金牌獲得者姚娟、殘奧會游泳金牌獲得者張麗、殘奧會輪椅擊劍金牌獲得者孫剛、殘奧會乒乓球金牌獲得者薛娟、殘奧會輪椅擊劍金牌獲得者李豪。由視力殘疾學生組成的管樂團奏響國際殘奧委會會歌。國際殘奧委會會旗徐徐升起，同五星紅旗一道高高飄揚。
